Frances was a prisoner in Butcher Bay Correctional Facility Single-Max area. He liked to hang around The Pit. One time however during the lockdown of the Torture Twins, he was caught by them and locked inside their cell with them. There Victor Cozart tortured him by taking out his eye, Frances then passed out.
