Belker was a guard in Butcher Bay Correctional Facility guard quarters, guarding an elevator. He though that Butcher bay is falling apart, and no one cares about it, not Hoxie or the convicts. And that every one is gun-grazy, addict, or dead. Finally he thought that he is only one still with a gentle soul.
